Manifest cargo, checked baggage or cabin: which one applies
Three ways a pet flies, decided by the airline, the aircraft, the destination and the pet's size. The hold is the same pressurised, climate-controlled space in both hold options; the difference is paperwork and handling.

When cargo is the right, or the only, choice
Cargo-only destinations
Great Britain, Australia, New Zealand and Hong Kong accept pet dogs and cats only as manifest cargo (assistance dogs and private charters excepted), whatever the airline allows elsewhere; several airlines also refuse checked pets to South Africa.
Large and heavy breeds
Most carriers cap baggage pets by combined crate weight; above it, the hold is reached through cargo only.
Unaccompanied pets
An owner already abroad, or flying a different day or route, sends the pet on its own air waybill with handover managed at both terminals.
Aircraft and route limits
Some aircraft types and some routes out of Taiwan carry no baggage pets at all; cargo is then the only hold option.
Suitable animals and restrictions
- Snub-nosed breeds. Bulldogs, Pugs, Boxers, Persians and similar face airline embargoes or outright refusal on many carriers, often seasonal; some accept them in winter only or as cargo only, with a larger crate. We route and time around the rule.
- Heat embargoes. Airlines suspend hold pets on hot routes or months; summer departures from Taiwan need early planning or a night routing.
- Age and health. Airlines set minimum ages and require a fit-to-fly statement; sedation is refused by carriers and against IATA guidance.
- Government restrictions. Taiwan bars the import of Pit Bull Terrier types; several destinations have their own breed laws. Checked before anything is booked.
The IATA container
Dogs and cats travel in a container meeting the IATA Live Animals Regulations: rigid, ventilated on several sides, with a secure metal door and a water container reachable from outside, and sized so the pet can stand without its head touching the top, turn around and lie down naturally. Flat-faced breeds use one size larger. We take the measurements, source the crate and start acclimation at home weeks before the flight.

- Live-animal space confirmed in writing by the cargo desk; crate sized, supplied and labelled; backup routing held where embargoes threaten.
Lodgement and flight T−0
- Delivery to the cargo terminal before the cut-off, which is hours earlier than passenger check-in; acceptance check; loading last, unloading first.
Arrival Same day
- Customs and quarantine clearance at the destination cargo terminal, then delivery or handover. Into Taiwan, APHIA's counter check and the 7-day quarantine or its waiver.

What is the difference between manifest cargo, checked baggage and cabin travel?
In the cabin the pet travels in a soft carrier under the seat, on the owner's ticket; few carriers serving Taiwan allow it and only for very small animals. As checked (excess) baggage the pet flies in the pressurised, temperature-controlled hold on the same flight as its owner, booked as extra baggage. As manifest cargo the pet travels in the same hold but on its own air waybill, booked through the airline's cargo division, with or without an owner on board. Which one applies is decided by the airline, the aircraft, the destination's rules and the pet's size.
When does my pet have to fly as cargo?
When the destination accepts pets only as manifest cargo (Great Britain, Australia, New Zealand and Hong Kong do, with assistance-dog and private-charter exceptions; several airlines also refuse checked pets to South Africa), when the pet and crate exceed the airline's baggage limits (large dogs on most carriers), when the pet travels without an owner on the flight, or when the airline does not carry pets as baggage on that aircraft or route.
Is cargo safe for my pet?
Cargo and checked baggage use the same pressurised, climate-controlled hold; the difference is paperwork and handling, not the environment in flight. Animals are loaded last and unloaded first, and cargo terminals have live-animal areas. Risk comes from heat on the ground and from breed physiology, which is why airlines apply summer embargoes and restrict snub-nosed breeds, and why we route and time around both.

How far ahead do we book, and how long does the process take?
Cargo space is confirmed by the airline's live-animal desk, usually two to six weeks ahead, and earlier in peak seasons. The documentation timeline is set by the destination and by Taiwan's APHIA procedure, from a few weeks for certificate-window destinations to several months where a rabies titer is required.
What does pet cargo shipping cost?
The airline charges by crate volume and weight, so a large dog costs several times what a cat costs on the same route. On top come the crate, veterinary and government paperwork, airport handling at both ends, and our coordination fee. Every quote is itemised; nothing is estimated as a flat rate.
