Relocating Pets Between Taiwan and Canada
Canada asks for remarkably little: a rabies vaccination certificate, a licensed vet's signature, and a pet that is who the paperwork says it is. There is no import permit for personal pets and no quarantine. The two things that actually derail this corridor are how your pet is classified, and what happens if the itinerary touches the United States.

One corridor, two rulebooks
The Canadian Food Inspection Agency (CFIA) treats a personal pet — one that lives with you and will keep living with you — very differently from a commercial import, and the dividing line is ownership, not affection. Coming back the other way, Taiwan's APHIA runs its full rabies-infected-origin protocol, because Canada is not on Taiwan's designated rabies-free list. Expect six weeks westbound and six months eastbound.
| Direction | Classification | What it means in practice |
|---|---|---|
| Taiwan → Canada | Canada (CFIA) admits personal pets on a rabies certificate, without permit or quarantine | Dogs and cats aged 3 months or older need a rabies vaccination certificate in English or French, signed by a licensed veterinarian and clearly identifying the animal. No import permit, no titer, and no post-arrival quarantine. |
| Canada → Taiwan | Taiwan (APHIA) does not list Canada as a designated rabies-free area | Titer of at least 0.5 IU/mL sampled 90 days to 1 year before arrival, an import e-permit filed at least 20 days ahead, and 7 days of post-entry quarantine unless the 180-day and 120-day waiver conditions are both met. |

Corridor-specific requirements only — the universal basics (ISO chip before vaccine, IATA crate, live-animal flight space) are covered once on the Pet Travel Hub.
| Requirement | Who rules it | Critical window |
|---|---|---|
| TPE → YVR/YYZ: rabies vaccination certificate | Canada CFIA | Required for dogs and cats 3 months and older; written in English or French, signed by a licensed veterinarian, and identifying the animal well enough to match it at the border |
| TPE → YVR/YYZ: personal or commercial classification | Canada CFIA / CBSA | A pet being handed to anyone other than its owner on arrival is a commercial import — different rules, and usually a pre-approved permit |
| TPE → YVR/YYZ: young animals | Canada CFIA | Dogs under 8 months attract closer scrutiny against commercial and puppy-mill rules; cats under 3 months are not restricted |
| TPE → YVR/YYZ: US transit check | US CDC, if the routing touches the United States | A dog transiting the US needs a CDC Dog Import Form receipt and must meet US age and microchip rules — even without leaving the airport |
| TPE → YVR/YYZ: Taiwan export certificate | Taiwan APHIA branch office | Export inspection and quarantine certificate in the final week — see the Taiwan export guide |
| YVR/YYZ → TPE: rabies titer ≥ 0.5 IU/mL | Taiwan APHIA, via WOAH reference or designated labs | Blood sampled 90 days to 1 year before arrival; it cannot be tested in Taiwan |
| YVR/YYZ → TPE: APHIA e-permit and quarantine | Taiwan APHIA e-permit portal | At least 20 days ahead, or 120 days with a sample drawn 180 days out to have the 7-day facility stay waived |
Taiwan's APHIA runs dog and cat imports through its online e-permit portal, with document uploads validated against the microchip record. We re-verify the current protocol on both sides of this corridor for every booking.
The chronological timeline
Read this top to bottom: each step's validity depends on the one before it, which is why a late fix costs months rather than days.
-
Settle the classification and the routing T−4 months
- Confirm that the person receiving the pet in Canada is its owner. If a friend or relative collects it for you, or it is being rehomed on arrival, you are on the commercial track and need to plan for a CFIA permit.
- Check whether your itinerary transits the United States — Vancouver and Toronto are often reached through US hubs, and that adds American requirements to a Canadian move.
- Taipei-bound instead? Start six months out; the titer draw is the gate.
-
Taipei-bound: draw titer blood T−6 months
- 0.5 IU/mL or higher at a WOAH reference or APHIA-designated laboratory.
- Sample at least 180 days before arrival if you want the 7-day quarantine waived — Canadian labs are used to this request.
-
Get the vaccination record right T−2 months
- Microchip first, then the inactivated rabies vaccine. Canada does not mandate a microchip for personal pets, but Taiwan does on the way back and every airline expects one.
- The certificate must identify the animal and state the vaccine and dates legibly — a border officer has to match paper to pet in a few seconds.
-
File Taiwan-bound permits T−120 to T−20 days
- APHIA e-permit at the 120-day mark preserves the quarantine waiver; 20 days is the legal minimum without it.
- Reserve the quarantine slot at the same time — the reservation is part of the application, not a later step.
-
Book uplift T−4 to T−6 weeks
- Direct TPE–YVR and TPE–YYZ services carry the most live-animal capacity and avoid the US transit question entirely.
- Winter arrivals in Canada bring cold embargoes, the mirror image of Taiwan's summer heat rules — both ends need checking.
-
Fly and clear T−0
- Arriving Canada: CBSA checks the certificate and the animal; compliant personal pets continue home the same day.
- Arriving Taiwan: APHIA reconciles e-permit, certificate, titer report and chip, then releases or transfers to the reserved facility.

Taiwan ⇄ Canada: common questions
Does Canada require a rabies titer test or quarantine for pets from Taiwan?
No to both. Dogs and cats aged three months or older need a rabies vaccination certificate in English or French, signed by a licensed veterinarian and identifying the animal. There is no antibody test, no import permit for personal pets, and no post-arrival quarantine.
What makes a pet a 'commercial' import to Canada?
Ownership and intent, not the size of the shipment. A dog or cat that will be transferred to someone else on arrival — sold, rehomed, or simply collected by a relative who is not the owner — falls under commercial rules, which typically require a pre-approved CFIA import permit and stricter conditions, especially for young dogs.
My flight connects through the United States. Does that change anything?
Yes, significantly for dogs. A dog transiting the US must satisfy US entry requirements, including a CDC Dog Import Form receipt, a minimum age of six months and a microchip readable by a universal scanner. Booking a direct service to Vancouver or Toronto avoids the issue altogether.
Does my pet need a microchip for Canada?
Canada does not require one for personal pets, but you should have one anyway: Taiwan requires an ISO microchip for the return leg, airlines expect it, and it is the only reliable way to prove the animal in front of an officer is the animal on the certificate.
What does the return leg to Taiwan involve?
Canada is not on Taiwan's designated rabies-free list, so APHIA requires a passing rabies titer of at least 0.5 IU/mL with blood sampled 90 days to one year before arrival, an import permit at least 20 days ahead, and 7 days of facility quarantine — waived if the blood was sampled 180 days to a year before arrival and the permit was filed at least 120 days ahead.
A short list of rules, and two ways to trip over it
Canada is genuinely one of the friendliest destinations we fly to from Taiwan. It just expects you to have answered two questions correctly before you book: whose pet is this on arrival, and does the plane touch America. Tell us the city and the month and we will answer both, then build the rest around them.
