Relocating Pets Between Taiwan and Malaysia
This is the corridor we most often have to re-plan for families who booked flights first. Malaysia does not treat Taiwan as rabies-free, and neither treats the other lightly: on current rules a pet can face a month of station quarantine in one direction and a week of facility quarantine in the other.

One corridor, two rulebooks
Malaysia's Department of Veterinary Services (DVS) issues an import licence before your pet may be shipped, and it — not your flight booking — sets the terms of entry. Pets from countries outside Malaysia's most privileged rabies-free grouping are quarantined at a government station on arrival. Coming the other way, Taiwan's APHIA applies its standard rabies-infected-origin protocol, which is at least survivable: its 7 days can be waived, Malaysia's 30 cannot.
| Direction | Classification | What it means in practice |
|---|---|---|
| Taiwan → Malaysia | Malaysia (DVS) does not group Taiwan with its rabies-free origins | An import licence obtained in advance, rabies vaccination, a rabies antibody titer with a 30-day wait after a passing result, and a stay at a DVS quarantine station on arrival — commonly 30 days, at the owner's cost. |
| Malaysia → Taiwan | Taiwan (APHIA) does not list Malaysia as a designated rabies-free area | Titer of at least 0.5 IU/mL drawn 90 days to 1 year before arrival, an e-permit filed at least 20 days ahead, and 7 days of post-entry quarantine — waivable with the 180-day and 120-day combination. |
Quick compliance checklist: Taiwan ⇄ Malaysia
Corridor-specific requirements only — the universal basics (ISO chip before vaccine, IATA crate, live-animal flight space) are covered once on the Pet Travel Hub.
| Requirement | Who rules it | Critical window |
|---|---|---|
| TPE → KUL: DVS import licence | Malaysia Department of Veterinary Services | Secured before shipment — the licence states the conditions your pet must satisfy, so it is the first task, not the last |
| TPE → KUL: rabies vaccination | Malaysia DVS | Approved inactivated vaccine, administered after microchipping and within validity on the travel date |
| TPE → KUL: rabies antibody titer | Malaysia DVS | Blood drawn at least 30 days after the rabies vaccination, then a further 30-day wait after a passing result before your pet may enter |
| TPE → KUL: quarantine station reservation | DVS quarantine station (KLIA) | Booked ahead of the flight; capacity is finite and a pet without a slot does not travel |
| TPE → KUL: Taiwan government veterinary certificate | Taiwan APHIA branch office | Issued in the final week before departure against the DVS licence conditions |
| KUL → TPE: rabies titer ≥ 0.5 IU/mL | Taiwan APHIA, via WOAH reference or designated labs | Blood sampled 90 days to 1 year before arrival; the test cannot be performed in Taiwan |
| KUL → TPE: APHIA import quarantine e-permit | Taiwan APHIA e-permit portal | At least 20 days before arrival — or at least 120 days if you want the quarantine waived |
Taiwan's APHIA runs dog and cat imports through its online e-permit portal, with document uploads validated against the microchip record. We re-verify the current protocol on both sides of this corridor for every booking.
The chronological timeline
Read this top to bottom: each step's validity depends on the one before it, which is why a late fix costs months rather than days.
-
Apply for the DVS import licence T−6 months
- Nothing else is worth booking until the licence conditions are in writing: they determine the vaccination, testing and quarantine terms for your specific pet.
- Chip first, vaccinate second — the sequence is checked on both sides and cannot be repaired retroactively.
-
Vaccinate, then wait 30 days, then test T−5 months
- The titer blood draw must come at least 30 days after the rabies vaccination.
- After a passing result there is a further 30-day wait before entry into Malaysia — two consecutive waits that people routinely read as one.
- Taiwan-bound instead? Draw the blood at least 180 days before arrival to qualify for the waiver.
-
Reserve quarantine and confirm capacity T−3 months
- Book the DVS station slot in Malaysia, or the APHIA facility slot in Taiwan, in the same week you fix the flight.
- Taiwan-bound: file the e-permit at the 120-day mark to keep the waiver alive.
-
Lock the flight T−6 weeks
- Taipei–Kuala Lumpur has solid cargo capacity on Malaysia Airlines, China Airlines and EVA, but summer heat embargoes bite hard on this equatorial routing.
- Snub-nosed breeds face the tightest restrictions of any Asian corridor here — confirm breed acceptance before you commit to a date.
-
Export inspection and certificates T−10 to T−5 days
- Taiwan APHIA branch inspection and the export quarantine certificate, transcribed against the DVS licence.
- Malaysia → Taiwan: carry the original veterinary certificate and the original titer report to the counter.
-
Fly, clear and serve the stay T−0 to T+30
- Arriving Malaysia: DVS inspects and transfers your pet to the quarantine station for its stay.
- Arriving Taiwan: compliant, waiver-qualified pets go straight home; everyone else does 7 days at the reserved facility.

Taiwan ⇄ Malaysia: common questions
Is quarantine mandatory when bringing a pet into Malaysia from Taiwan?
For pets arriving from origins outside Malaysia's rabies-free grouping — which includes Taiwan — yes. The stay is served at a DVS quarantine station, commonly 30 days, and the cost falls to the owner. The slot must be reserved before the flight.
How far ahead do I need to start a Taiwan to Malaysia pet move?
Roughly six months. The import licence comes first, then a 30-day gap between vaccination and the blood draw, then a further 30-day wait after a passing titer result before entry is permitted, and only then the flight and the quarantine stay.
Do I need a titer test to bring my pet from Malaysia back to Taiwan?
Yes. Malaysia is not on Taiwan's designated rabies-free list, so APHIA requires a passing rabies antibody test of at least 0.5 IU/mL, with blood sampled between 90 days and one year before arrival, plus an import permit filed at least 20 days ahead.
Can the Taiwan-side quarantine be avoided?
Yes, and this is where planning pays. APHIA waives the 7-day post-entry quarantine when the passing blood sample was taken 180 days to one year before arrival and the permit application was filed at least 120 days before entry, with the laboratory reporting the result to APHIA directly.
Which airport should we route through?
Kuala Lumpur International is the practical port of entry, because it is where the quarantine station and the veterinary inspection capacity sit. Routing a pet through a third country on the way can also change the paperwork, so direct uplift is worth paying for on this corridor.
The corridor that punishes guesswork twice
Malaysia is not a difficult destination — it is an unforgiving one, because its waiting periods run in series and its quarantine capacity is finite. Give us your target month and we will work backwards to the licence application, the two blood-work dates and the two quarantine bookings before anything is paid for.
