Relocating Pets Between Taiwan and the Netherlands
Amsterdam is where an enormous share of Taiwan's pets actually touch European soil, whether or not the Netherlands is where they are moving. That makes this page useful even to families heading to Belgium, Denmark or Spain — because the country where your pet lands is the country whose border check it must satisfy.

One corridor, two rulebooks
The Netherlands applies the common EU entry rules, and Taiwan's listed status removes the rabies antibody test. What makes this corridor distinctive is Schiphol's role as a hub: the animal health certificate is issued for the first EU country of entry, so a pet flying Taipei–Amsterdam–Copenhagen is entering the EU in the Netherlands, on Dutch clearance, with Danish rules applying only afterwards. Eastbound, Taiwan runs its full rabies-infected-origin protocol.
| Direction | Classification | What it means in practice |
|---|---|---|
| Taiwan → Netherlands | The Netherlands applies EU entry rules — and Taiwan is a listed third country | ISO microchip before vaccination, rabies vaccination with a 21-day wait, an EU animal health certificate valid 10 days to the border check, arrival at a designated travellers' point of entry — and no rabies antibody test. |
| Netherlands → Taiwan | Taiwan (APHIA) does not list the Netherlands as a designated rabies-free area | Titer of at least 0.5 IU/mL sampled 90 days to 1 year before arrival, an e-permit filed at least 20 days ahead, and 7 days of post-entry quarantine unless the 180-day and 120-day waiver conditions are met. |
Quick compliance checklist: Taiwan ⇄ Netherlands
Corridor-specific requirements only — the universal basics (ISO chip before vaccine, IATA crate, live-animal flight space) are covered once on the Pet Travel Hub.
| Requirement | Who rules it | Critical window |
|---|---|---|
| TPE → AMS: no rabies antibody test | EU animal health rules | Taiwan's listed status removes the serological test and the three-month wait entirely |
| TPE → AMS: ISO microchip, then rabies vaccination | EU animal health rules | Chip first; vaccination at 12 weeks or older, then a 21-day wait before entry |
| TPE → AMS: EU animal health certificate | Issued and endorsed by Taiwan APHIA | Valid 10 days to the border check, then 6 months for onward EU travel or until the vaccination expires |
| TPE → AMS: first country of entry | EU border authorities | The certificate and the entry check belong to the first EU country your pet lands in — connecting onward does not move that check to your destination country |
| TPE → AMS: the 5-day rule | EU border authorities | Travelling more than 5 days apart from your pet reclassifies the move as commercial, with TRACES pre-notification and a Border Control Post |
| TPE → AMS: onward travel inside the EU | Destination member state | After clearance the certificate covers onward movement for 6 months — but your destination country's own registration rules still apply once you arrive |
| AMS → TPE: titer, e-permit and quarantine | Taiwan APHIA | Titer sampled 90 days to 1 year ahead, e-permit at least 20 days ahead, 7-day facility stay unless waived at 180/120 days |
Taiwan's APHIA runs dog and cat imports through its online e-permit portal, with document uploads validated against the microchip record. We re-verify the current protocol on both sides of this corridor for every booking.
The chronological timeline
Read this top to bottom: each step's validity depends on the one before it, which is why a late fix costs months rather than days.
-
Decide where your pet actually enters Europe T−3 months
- If Amsterdam is a connection rather than a destination, the Netherlands is still your entry country and the paperwork must be built for it.
- Routing decisions made for price can quietly change which authority clears your pet — settle the routing before the certificate is drafted.
- Taipei-bound instead? Start six months out with the titer draw.
-
Chip, vaccinate, wait 21 days T−2 months
- Microchip before the rabies vaccination; a vaccine recorded first is void and restarts the clock.
- No blood test required westbound, which keeps this leg to a matter of weeks.
-
Classify the move T−6 weeks
- Within five days of your own travel: non-commercial. Outside it, or unaccompanied: commercial, with TRACES and a Border Control Post booking.
- Unaccompanied cargo moves are common on this corridor precisely because Schiphol handles them well — but they are commercial, and the paperwork differs.
-
Book uplift T−4 weeks
- KLM and China Airlines both serve the route; Schiphol's animal facilities are among the better-equipped in Europe.
- Confirm onward connections accept live animals if Amsterdam is not your final stop.
-
The ten-day window T−10 days
- Certificate issued and endorsed, APHIA export inspection completed, all inside the ten days before the border check.
-
Fly, clear and register T−0 and after
- Arriving the Netherlands: document and identity check at the point of entry, then onward with you.
- Living in the EU: your destination country may require registration of the animal after arrival — a domestic obligation separate from the border.

Taiwan ⇄ Netherlands: common questions
Does my pet need a rabies titer test for the Netherlands?
No. Taiwan is a listed third country for EU entry, so no rabies antibody test and no three-month wait apply. The requirements are an ISO microchip implanted before vaccination, a rabies vaccination at least 21 days before travel, and an EU animal health certificate.
My pet connects through Amsterdam but we live elsewhere in Europe. Whose rules apply?
The Netherlands runs the entry check, because the EU border check happens in the first member state your pet lands in. The certificate is issued for that country. Once cleared, your pet can move on within the EU for six months on the same certificate, subject to your destination country's own registration and keeping rules.
What is the 5-day rule?
If your pet travels within five days of your own journey, the move is non-commercial and follows the simpler certificate route. If it travels earlier, later or entirely unaccompanied, it becomes a commercial movement, needing TRACES pre-notification and clearance at a Border Control Post — different paperwork for the same animal.
How long is the certificate valid?
Ten days from issue to the EU border check, then six months for onward travel within the EU, or until the rabies vaccination expires, whichever comes first.
What does the return leg to Taiwan involve?
The Netherlands is not on Taiwan's designated rabies-free list, so APHIA requires a passing rabies titer of at least 0.5 IU/mL sampled 90 days to one year before arrival, an import permit filed at least 20 days ahead, and 7 days of facility quarantine unless the sample was taken 180 days out and the permit filed 120 days ahead.
Land in the right country, on purpose
Schiphol is a superb place for a pet to arrive in Europe — as long as everyone involved knows that is where the arrival legally happens. Tell us your final address and your month, and we will route, certify and clear it as one plan rather than three.
