Relocating Pets Between Taiwan and Thailand
If you are flying Taipei to Bangkok, this is one of the gentlest corridors in Asia — no rabies blood test, no quarantine, a permit measured in working days. Flying the other way is a different project entirely, and that asymmetry is the single most expensive misunderstanding on this route.

One corridor, two rulebooks
Thailand's Department of Livestock Development (DLD) asks for a valid rabies vaccination and a government health certificate, and it does not require an antibody titer at all. Taiwan's APHIA does — because Thailand is not on its designated rabies-free list. The result is a corridor you can run in about six weeks in one direction and should budget six months for in the other.
| Direction | Classification | What it means in practice |
|---|---|---|
| Taiwan → Thailand | Thailand (DLD) accepts a current rabies vaccination without a titer | An import permit requested at least 15 working days before the flight, rabies vaccination at least 21 days before travel, core vaccinations, and a government health certificate issued within 7 days of departure. No blood test, no quarantine when compliant. |
| Thailand → Taiwan | Taiwan (APHIA) does not list Thailand as a designated rabies-free area | A titer of at least 0.5 IU/mL sampled 90 days to 1 year before arrival, an e-permit at least 20 days ahead, and 7 days of post-entry quarantine unless the 180-day and 120-day waiver conditions are both met. |
Quick compliance checklist: Taiwan ⇄ Thailand
Corridor-specific requirements only — the universal basics (ISO chip before vaccine, IATA crate, live-animal flight space) are covered once on the Pet Travel Hub.
| Requirement | Who rules it | Critical window |
|---|---|---|
| TPE → BKK: DLD import permit | Thailand Department of Livestock Development | Requested by email at least 15 working days before the flight; issued in about 7 working days and valid 60 days. It cannot be obtained at the airport |
| TPE → BKK: rabies vaccination | Thailand DLD | Given at least 21 days before travel and still within validity on the day of arrival |
| TPE → BKK: core vaccinations | Thailand DLD | Dogs: distemper, hepatitis, parvovirus and leptospirosis. Cats: feline panleukopenia |
| TPE → BKK: government health certificate | Taiwan APHIA branch office | Issued and endorsed within 7 days of departure — see the Taiwan export guide |
| TPE → BKK: R7 import licence | DLD officers at the airport | Issued on arrival once the inspection passes; it is your pet's legal proof of entry, so keep it |
| BKK → TPE: rabies titer ≥ 0.5 IU/mL | Taiwan APHIA, via WOAH reference or designated labs | Blood sampled 90 days to 1 year before arrival — this is the long pole on the return leg |
| BKK → TPE: APHIA import quarantine e-permit | Taiwan APHIA e-permit portal | At least 20 days before arrival, or 120 days to qualify for the quarantine waiver |
Taiwan's APHIA runs dog and cat imports through its online e-permit portal, with document uploads validated against the microchip record. We re-verify the current protocol on both sides of this corridor for every booking.
The chronological timeline
Read this top to bottom: each step's validity depends on the one before it, which is why a late fix costs months rather than days.
-
Decide the direction — the calendars are not comparable T−6 months
- Bangkok-bound: you need about six weeks, and the permit is the only hard gate.
- Taipei-bound: you need six months or more, because the titer blood draw governs everything.
- Either way, microchip before the rabies vaccination. A vaccine recorded first does not count.
-
Taipei-bound: draw blood for the titer T−6 months
- Sample to a WOAH reference or APHIA-designated laboratory; 0.5 IU/mL or higher passes.
- Draw at least 180 days before arrival if you want the 7-day quarantine waived — the same test taken a month later costs you a week in a facility.
-
File the permit for your direction T−120 days / T−15 working days
- Taipei-bound: the APHIA e-permit at the 120-day mark keeps the waiver available; 20 days is the bare legal minimum.
- Bangkok-bound: email the DLD at least 15 working days out. The permit is valid 60 days, so it cannot be filed far in advance — this one is deliberately late in the sequence.
-
Book uplift T−4 to T−6 weeks
- Taipei–Bangkok is well served by China Airlines, EVA and Thai, in cabin and as cargo, but heat embargoes apply for much of the year on this routing.
- Bangkok summer arrivals often need early-morning slots to stay inside airline temperature limits.
-
Final vet visit and certificates T−7 days
- Bangkok-bound: the health certificate must be issued within 7 days of departure and endorsed by APHIA — a tight, deliberate window.
- Taipei-bound: the origin certificate travels as an original, alongside the original titer report.
-
Fly and clear T−0
- Arriving Thailand: DLD inspection, then the R7 licence is issued and your pet leaves with you.
- Arriving Taiwan: APHIA reconciles permit, certificate, titer and chip, then releases the pet or moves it to its reserved quarantine slot.
What 886JetPet handles on this corridor
Your Taiwan ⇄ Thailand move, fully handled
We treat Bangkok as a round trip even when you are only booking one leg — timing the blood work so that coming home later is a formality rather than a six-month reset, and running the DLD permit inside its 60-day validity.

Taiwan ⇄ Thailand: common questions
Does Thailand require a rabies titer test for pets from Taiwan?
No. Thailand accepts a current rabies vaccination administered at least 21 days before travel, and does not require a rabies antibody blood test. This is what makes the outbound leg so much faster than routes to Japan, Australia or back into Taiwan.
How long does the Thai import permit take?
Request it from the Department of Livestock Development at least 15 working days before the flight; it is typically issued within about 7 working days and is valid for 60 days. It cannot be issued at the airport, and arriving without one is the most common way pets are refused entry.
Is there quarantine in Thailand?
Not for compliant pets. The DLD inspects your pet and its documents on arrival and issues the R7 import licence, after which the animal leaves the airport with you. Quarantine or refusal applies when the permit, vaccination timing or health certificate does not hold up.
What do I need to bring a pet from Thailand back to Taiwan?
A microchip, an inactivated rabies vaccination given 30 days to a year before arrival, a passing rabies titer of at least 0.5 IU/mL with blood sampled 90 days to one year before arrival, an APHIA import permit filed at least 20 days ahead, and a 7-day facility quarantine unless you qualify for the waiver.
We are moving to Thailand but may return to Taiwan. What should we do now?
Have the rabies antibody test done before you leave Taiwan. Under APHIA's rules a pet that was tested before export and re-enters within one year of that blood draw is exempt from post-entry quarantine — one appointment now replaces a six-month wait later.
Plan the return before you enjoy the departure
Bangkok is the easiest door out of Taipei and one of the harder ones back in. Whether you are moving for a posting, a retirement or a season, tell us both ends of the plan — we will make sure the paperwork you do this month is the paperwork that gets your pet home later.
