Relocating Pets Between Taiwan and the Philippines

Manila is a short flight from Taipei and a very particular piece of paperwork. The Philippine Bureau of Animal Industry issues an import clearance before your pet may travel, and — this is the part that catches people — several requirements are counted backwards from the application date for that clearance, not from your flight.

The Bureau of Animal Industry (BAI) governs entry through its Sanitary and Phytosanitary Import Clearance (SPSIC). Your pet's age, its rabies vaccination and its core vaccinations must all already be in place when that application is filed. Taiwan's APHIA, on the return, applies its standard protocol for rabies-infected origins: titer, e-permit and a facility week that can be waived with enough notice.

The chronological timeline

Read this top to bottom: each step's validity depends on the one before it, which is why a late fix costs months rather than days.

  1. Work backwards from the SPSIC application T−4 months

    • Fix the date you intend to apply for the clearance, then check that your pet will be 120 days old and fully vaccinated at least 14 days before it.
    • Chip before vaccinating, as always — and make sure the chip reads on an ISO scanner, not just the clinic's own.
  2. Complete the vaccination programme T−3 months

    • Rabies plus the full core series for the species; the clearance application will be assessed against these dates.
    • Taipei-bound instead? This is the month to draw titer blood, so the 180-day waiver window stays open.
  3. File for the clearance or the e-permit T−2 months to T−120 days

    • Manila-bound: submit the SPSIC application with the vaccination records and chip number.
    • Taipei-bound: file the APHIA e-permit at the 120-day mark to keep the quarantine waiver alive; 20 days is the legal minimum without it.
  4. Book uplift T−4 weeks

    • China Airlines, EVA and Philippine Airlines all serve TPE–MNL; capacity is good but pet space is still finite in peak months.
    • Confirm whether your pet travels in cabin, as excess baggage or as manifest cargo — it changes the arrival process at both ends.
  5. Export inspection and certificates T−10 to T−5 days

    • Taiwan APHIA branch inspection and the export quarantine certificate, transcribed against the SPSIC.
    • Manila-bound: the SPSIC must be valid on the arrival date, not merely on the application date.
  6. Fly, clear and settle T−0 to T+30

    • Arriving Manila: BAI veterinary quarantine inspection at the airport, then 30 days of home quarantine.
    • Arriving Taipei: APHIA reconciliation, then home or the reserved facility slot.
Anchoring to the wrong date is the failure mode here. The Philippine rules count minimum ages and vaccination intervals from the clearance application, so a puppy or kitten that will be old enough on flight day can still be too young to qualify when the paperwork is filed weeks earlier. Applications built around the flight date rather than the application date get rejected, and a re-file pushes the whole move past the validity of everything already issued.
