Relocating Pets Between Taiwan and Belgium
Brussels moves are usually postings, and postings usually end. That single fact should shape how you plan this corridor: the paperwork to get into Belgium is light, but the paperwork to come home to Taiwan is not — and there is one appointment you can make before you leave Taipei that removes most of it.

One corridor, two rulebooks
Belgium applies the common EU entry conditions and Taiwan's listed status removes the rabies antibody test, so the outbound leg takes weeks. The return does not: Belgium is not on Taiwan's designated rabies-free list, so a pet coming back faces a titer with a ninety-day minimum sampling window and a facility quarantine. Under APHIA's rules, however, a pet tested before it leaves Taiwan and re-entering within one year of that blood draw is exempt from post-entry quarantine — which is why we treat short postings as round trips from day one.
| Direction | Classification | What it means in practice |
|---|---|---|
| Taiwan → Belgium | Belgium applies EU entry rules — and Taiwan is a listed third country | ISO microchip before vaccination, rabies vaccination with a 21-day wait, an EU animal health certificate valid 10 days to the border check, arrival at a designated point of entry — and no rabies antibody test. |
| Belgium → Taiwan | Taiwan (APHIA) does not list Belgium as a designated rabies-free area | Titer of at least 0.5 IU/mL sampled 90 days to 1 year before arrival, an e-permit filed at least 20 days ahead, and 7 days of post-entry quarantine — unless the waiver conditions are met, or the pet was tested before leaving Taiwan and returns within the year. |
Quick compliance checklist: Taiwan ⇄ Belgium
Corridor-specific requirements only — the universal basics (ISO chip before vaccine, IATA crate, live-animal flight space) are covered once on the Pet Travel Hub.
| Requirement | Who rules it | Critical window |
|---|---|---|
| TPE → BRU: no rabies antibody test | EU animal health rules | Taiwan's listed status removes the serological test and its three-month wait |
| TPE → BRU: ISO microchip, then rabies vaccination | EU animal health rules | Chip first; vaccination at 12 weeks or older, then 21 days before entry |
| TPE → BRU: EU animal health certificate | Issued and endorsed by Taiwan APHIA | Valid 10 days to the border check, then 6 months for onward EU travel |
| TPE → BRU: dog registration after arrival | Belgian national dog register | Resident dogs are recorded in the national database after arrival — a domestic step that follows the border check |
| TPE → BRU: the 5-day rule | EU border authorities | More than 5 days between your travel and your pet's moves the move onto the commercial track with TRACES |
| Before leaving Taiwan: pre-export titer | Taiwan APHIA | Optional but powerful for a posting — a pet tested before export that re-enters within one year of the blood draw is exempt from post-entry quarantine |
| BRU → TPE: titer, e-permit and quarantine | Taiwan APHIA | Titer sampled 90 days to 1 year ahead, e-permit at least 20 days ahead, 7-day facility stay unless waived |
Taiwan's APHIA runs dog and cat imports through its online e-permit portal, with document uploads validated against the microchip record. We re-verify the current protocol on both sides of this corridor for every booking.
The chronological timeline
Read this top to bottom: each step's validity depends on the one before it, which is why a late fix costs months rather than days.
-
Decide whether this is a move or a posting T−3 months
- If you expect to return to Taiwan within a year, have the rabies antibody test done before you leave. It is one appointment now instead of a six-month wait later.
- If the move is permanent, the outbound leg is simply the standard EU sequence.
-
Chip, vaccinate, wait 21 days T−2 months
- Microchip before the rabies vaccination, then 21 clear days before entry.
- No titer is required for Belgium itself — the pre-export test above is for Taiwan's benefit, not Belgium's.
-
Classify and route T−6 weeks
- Within five days of your own travel keeps the move non-commercial.
- Many Taipei–Brussels itineraries connect through Amsterdam, Frankfurt or Paris — in which case that country runs the EU border check, not Belgium.
-
Book uplift T−4 weeks
- Confirm live-animal acceptance on every sector and, where possible, book the whole journey with one carrier.
-
The ten-day window T−10 days
- Certificate issued and endorsed alongside the APHIA export inspection, inside the ten days before the border check.
-
Arrive and register T−0 and after
- Arriving Belgium: identity and document check at the point of entry.
- Then: registration of resident dogs in the national database.

Taiwan ⇄ Belgium: common questions
Does Belgium require a rabies titer test for pets from Taiwan?
No. Taiwan is a listed third country for EU entry, so no antibody test and no three-month wait apply. Your pet needs an ISO microchip implanted before the rabies vaccination, that vaccination at least 21 days before travel, and an EU animal health certificate issued within 10 days of arrival.
We are on a three-year posting. What should we do before leaving Taiwan?
Have the rabies antibody test done before you export the pet. Under APHIA's rules a dog or cat tested before leaving Taiwan is exempt from post-entry quarantine if it re-enters within one year of that blood sampling. For a longer posting the exemption will have lapsed, but you will still have a well-documented baseline and a vet who knows the file.
Do I need to register my dog in Belgium?
Yes, resident dogs are recorded in the national dog register after arrival. It is a domestic obligation rather than part of the border clearance, and it is straightforward once you have an address.
Our flight connects through Amsterdam. Does Belgium still do the border check?
No. The EU entry check happens in the first member state your pet lands in, so a connection through Amsterdam makes that a Dutch entry, on a certificate naming the Netherlands. Your pet can then travel on to Belgium within the EU on the same certificate.
What does coming back to Taiwan involve?
Belgium is not on Taiwan's designated rabies-free list, so APHIA requires a passing rabies titer of at least 0.5 IU/mL with blood sampled 90 days to one year before arrival, an import permit at least 20 days ahead, and 7 days of facility quarantine — waived if the sample was taken 180 days to a year out and the permit filed 120 days ahead, or if the pet was tested before leaving Taiwan and returns within the year.
Postings end. Plan for that now.
