One corridor, two rulebooks
Portugal applies the common EU entry conditions and Taiwan's listed status removes the rabies antibody test. Two things shape this corridor in practice. First, every itinerary connects, which raises the question of which EU country your pet legally enters. Second, dogs and cats resident in Portugal are registered in the national companion animal database, SIAC, after arrival. Eastbound, Taiwan applies its full rabies-infected-origin protocol.

Solve the itinerary first T−4 months

Does my pet need a rabies blood test for Portugal?
No. Taiwan is a listed third country for EU entry, so no rabies antibody test and no three-month wait apply. Your pet needs an ISO microchip implanted before the rabies vaccination, that vaccination at least 21 days before travel, and an EU animal health certificate.
There is no direct flight — does that matter?
It matters quite a lot. Your pet legally enters the EU at the first member state it lands in, so the certificate and border check belong to that country rather than to Portugal. It also means live-animal acceptance has to be confirmed on every sector, ideally under a single contract of carriage so one airline owns the whole journey.
What is SIAC?
SIAC is Portugal's national companion animal information system. Dogs and cats living in Portugal are registered in it, and imported pets are added after arrival. It is a domestic requirement that follows the move rather than part of the border clearance.
Is there quarantine in Portugal?
No. Pets meeting the EU entry conditions are checked at a designated travellers' point of entry and released. Quarantine does not form part of the process for compliant animals arriving from a listed country such as Taiwan.
What does the return leg to Taiwan involve?
