The short answer
This is an area where honest information saves heartbreak. An emotional support animal (ESA) designation carries no special legal weight for entering Taiwan, and it no longer grants free cabin access on most airlines either. Your ESA is welcome — but it moves to Taiwan under exactly the same import rules as any other pet: microchip, rabies vaccine, FAVN titer, permit, health certificate and possible quarantine. The letter that helped at home does not change the border.
Two separate things people conflate

Where trained service dogs differ
A task-trained service dog (for example a guide or medical-alert dog) is a different legal category from an ESA in most systems, and may receive specific accommodations — but even then, the import health requirements for Taiwan generally still apply. Service-dog status can affect how you travel; it rarely removes the biosecurity steps. If you rely on a service dog, confirm both the airline's policy and Taiwan's import requirements well ahead, in writing.
